    A blogger friend in Saskatchewan had that problem several years in a row. Now things seem headed the other way.

    I just talked to someone in Vulcan County and they have declared a state of emergency for the entire county. When I was there a week ago there was an abundance of standing water everywhere and very soft roads. Hope they make out okay.
